Singapore Bolsters Housing Supply with 2H 2025 GLS Programme

Sustained High Volume of Residential UnitsThe Singapore Government’s Government Land Sales (GLS) Programme for the second half of 2025 continues to ensure a robust supply of private residential and executive condominium (EC) units, despite a slight decrease from the first half of the year. Property analysts commend the initiative, which offers 4,725 private residential units, including 990 EC units, and 4,515 square metres of commercial space across 10 Confirmed List sites. Justin Quek, CEO of OrangeTee & Tie, highlighted that this supply, though marginally lower than 1H 2025, significantly exceeds levels from previous years, contributing to stabilising private property price growth.

High-Demand Sites Attract Developer Focus

Several sites are poised to generate strong interest due to their prime locations. A standout plot on Bukit Timah Road in the Newton area, near Newton MRT and Orchard Road, is expected to draw competitive bids. The Dover Road site, proximate to one-north and the Dover Knowledge District, is also highly sought after, with its 3,000-square-metre commercial component enhancing its appeal for both residents and investors. Quek noted that these strategically located plots align with urban renewal efforts, such as the new Tanjong Rhu site, the first GLS offering there in over two decades.

Balanced Strategy to Address Housing Demand

Huttons Asia’s Senior Director of Data Analytics, Lee Sze Teck, described the programme as a carefully calibrated approach to meet housing needs without oversupplying the market. The 990 EC units provide affordable options for HDB upgraders and first-time buyers, reinforcing the EC segment’s role as a bridge between public and private housing. While demand remains strong, particularly in the Rest of Central Region (42.8%) and Outside Central Region (39.1%), developers may adopt a cautious bidding strategy amid economic uncertainties. The inclusion of sites like the second Turf City parcel at Dunearn Road underscores the Government’s commitment to a stable and sustainable property market.
